Plan Administrator not terminating COBRA

I left my previous job in late Sep 2022. My previous company uses a third party HR provider (let us call it V) and was handling my COBRA payments from Oct 2022 to Nov 2022. They then handed off my account to another third party (let us call it T) in Dec 2022. I am not sure why they did that.

I requested T to terminate my COBRA in Dec 2022 (when my new insurance plan started covering me). I ceased payments and even got a termination letter from them. However, I noticed that my plan still shows up as active (even now) despite that. I had numerous back and forth emails about this with T, and they told me that they cannot reach V to terminate my COBRA plan, and only V could terminate my COBRA. It was not affecting me at that time, so I just let it be. I thought they would have to terminate it eventually because I have not been paying the premiums since Dec 2022.

However, as of today, Aetna (which coincidentally is what both my COBRA plan as well as current health plan fall under) refuses to process any of my current and future claims until my COBRA plan has been terminated. They say that terminating the COBRA plan is not in their power, it has to be done by the plan administrator (V). I again tried calling COBRA, and so did my wife, and so did Aetna. We keep going to voicemail or getting hung up on.

This is such a weird situation, I have no idea why V is ghosting us. What am I supposed to do besides pestering V with phone calls, emails and voicemails?

TLDR: Plan Admin is uncooperative wrt terminating my COBRA, what action can I take?
