Should I be scared cause my local office messed up big time??!!!

Background:

Left a job in 2016 cause it totally sucked, I earned about 45k that year during the beginning of the year. I went to go buy healthcare insurance on the exchange, but since i was out on medical leave for three months, it auto enrolled me in Medi-Cal.

I contacted my county offices in person in 2016 and asked them to please un-enroll me I didn’t want medi-cal and I was starting a new job anyways so please I don’t want it. I filled out a form and received a letter from them saying it would be terminated on a specific date that september.

A couple months passed and I had to go to the doctor for something and I was charged $0 at the counter, I asked the girl and told her what happened at the county and they said it happens “all the time” and that I probably hadn’t “cycled off” and not to worry at all. At this time I had two insurances. I think since I spoke to her they must have starred the non-medi-cal one.

Next time I went to the doctors I had to pay a co-pay so I thought everything was peachy.

Flash forward to 2018. I lose my job from being laid off and have to buy insurance through the exchange. At that time I reported my income and Covered CA said “no you are not eligible to buy medi-cal NOR enroll in covered CA since your income is too high.” So I paid for health insurance from the provider directly.

A month goes by and I go to my doctor office and notice I paid $0 again. I was like WTF. So I went and called them and they told me to contact LA Care. The LA Care person I spoke to said they had no record of me and told me to contact the county. I went (again) in person to the county to cancel my coverage. They then told me the previous person must have messed up, and that they would fix it immediately.

Some time passes (again). I went through covered CA to buy insurance in 2022 since my income went down. It said I could apply and was not eligible for Medi-Cal. I then took a look at one of my more recent bills because I had to go to the doctor a lot in November, which is when I noticed “WTF it looks like I am still on Medi-Cal and should not be!” At this point I’m fairly flummoxed since I already put in for coverage through Covered CA and cancelled the healthcare directly through the provider that I was paying. I contacted Kaiser and they said to contact LA Care to drop the coverage since they are able to do so, not Kaiser, and that I would not be penalized for anything and that this happens frequently. I contacted LA Care again, got someone different, who then informs me that “yes you are still showing as receiving.” (OK WTF!!!). After a 45 minute wait LA Care, they inform me they are unable to drop the coverage and to call another hotline that does enrollment. I call this person (pretty sure it was the state office), who immediately tells me no I am unable to drop you from coverage—> go back to the county…..

So i go back to the county again (for the THIRD time) and speak to an eligibility worker in person (again). They looked up the old case number and told me that it was their computer system that messed up, and for some reason it was still looking at those 3 months back in 2016, despite the fact that I came in twice in person to the offices. They apologized and said it would be fixed in 5-10 days, and that this happens sometimes. I’m hoping they just disenroll me like they were supposed to and not say I was doing something illegal when I wasn’t trying to. I haven’t received any mail from the county in years.

I’m really concerned I don’t want to be held responsible or liable when it was an error on the county’s behalf. Won’t they just auto cancel it, or will they look back and think I owe a ton of money when it wasn’t my fault and I had health insurance for years??!!!! I honestly don’t have money to get a lawyer or to pay anything to anyone…and I don’t want to lose my health insurance for the new year through covered CA…
