Why is it SO hard to Withdraw from Receiving Texas Star/CHIP Prenatal Benefits?

Long story short- I enrolled to receive CHIP prenatal having had Community Health Choice marketplace Bronze (private insurer) because I mistakenly thought that loosing my job would mean I would automatically loose my private insurer.

I somehow qualified for CHIP but later found out that if I have CHIP I will not be able to give birth at the hospital of my choice (which is a HUGE problem for me).

I’ve called 211 to no avail to get them to withdraw me. they’ve transferred me to CCS non stop (which they do not have a direct line apparently) and I’m at my wits end. No one has been able to help me and I’m tired of getting transferred around to agents that have no idea what to do.

I do not want to loose my private insurance.

How can I un-enroll the fastest way possible? Am I at risk of loosing my private insurance?

Background: I am 27 weeks pregnant and do not have a current OBGYN as of now (recently left my last one to find one closer to the hospital of my choice). I am not married and 26 years old with no job. I am being supported 100% financially by my fiancee.
