Hospital still won’t bill my health insurance…

I had posted before about my hospital not billing my health insurance after my auto accident. Since I hydroplaned driving my own car, I was at fault, which meant that my auto insurance pays first and health insurance second(Correct me if I am wrong). My auto insurance paid all of my available med-pay amount to me via check since they had received many bills from the provider themselves and me asking for reimbursement for any bills not completely covered by heath insurance. I used all of this amount to pay for any copay and out of network fees.

The hospital is still asking for med pay to be paid to them, saying that it’s because insurance said the medpay is paid to patient directly. i do not have anymore med pay money for them… I keep asking them to bill health insurance.. as my auto insurance funds are exhausted. one of them insisted that they cannot bill my health insurance at all since the auto insurance essentially took over, which doesn’t make any sense to me or my health insurance rep. had my health insurance on the phone with them several times. They finally then agreed the last time to bill health insurance(also worth noting they had the wrong address down for submitting the claim), only for me to receive another bill(this time in red) 2 months later.. no records from my health insurance of them submitting a claim either. their phone line is now having technical difficulties for over a week now, which means I couldn’t get in contact with them…

I just wanted to know if there is really a thing where they cannot bill health insurance after the situation I described above about how my auto insurance med pay was settled, any feedback would be appreciated! Also should probably note that they are in network with my health insurance and have a contract to submit the Claim as well as doing so within the timely filing limit.

I am also considering submitting the bill myself to my health insurance as recommended by my health insurance rep. The problem is that the itemized bill did not have the CPT and diagnosis codes, or the tax number. Is this something I can ask for them to include on an itemized bill?*the hospital bill is also over 355k lmao* I am also in California
