How can I get insurance for a friend in Texas?

I work in healthcare so I know there is ACA and such. I’ve been letting a friend try to find her own way but she REALLY needs insurance for medical issues and apparently in Texas low income isn’t enough, she does qualify with a disability but we can’t convince her to see a therapist to confirm it. She’s willing to let me try to see if I can find insurance for her. I’m willing to pay the premium if I can afford it but navigating Texas seems to be so different from other states (I’m from the west coast/blue states where this kind of thing is easy).

I can’t add her to my insurance of course. Still trying to see if there is any loophole where I can but from what I know, I’d have to marry her. That would ruin disability options for her in the future so that’s an absolute no go. Texas seems so backwards on healthcare.

She’s 29, Collin/Denton counties, not a student or anything, single household, no income because she doesn’t work due to the disability so she lives with friends thank god who are okay with taking care of her financially. What options do I have here? Can I still apply for Medicaid for her? Is there cheap ACA plans in Texas I could pay for?
